In February 2026, residential customers in Virginia paid an average of 15.96¢ per kilowatthour, up 12.2% on the same month a year earlier (14.22¢). The US average for the month was 17.65¢; Virginia was 9.6% below that. It ranked 25th highest among the 50 states and the District of Columbia.
Residential sales were 4,867,218 MWh, up 10.4% on a year earlier, and the average residential bill for the month was $209.24 on 1,311 kWh. Weather moves monthly sales far more than prices do, so bills swing with the season.
