Households in Virginia paid an average of 14.41¢ per kilowatthour for electricity in 2024, 13% below the US average of 16.48¢. That ranks 29th highest of the 50 states and the District of Columbia.

In July 2026, the latest month EIA has published, the residential average was 17.55¢, up 11.2% on July 2025; the US figure for the month was 18.31¢. Monthly figures are preliminary until EIA finalises the year.
19 respondents reported residential customers in Virginia on the full Form EIA-861 for 2024, and 13 smaller utilities filed the short form, which has no residential breakdown. Investor-owned utilities account for 80.1% of the residential customers reported.
