How the figures were made

The order is by residential customers. It is an order of size and not a judgement of a utility. The table puts no utility in order of price.

A utility in more than one state shows the customers of all its states. Where a retail supplier sells the energy, the delivery utility and the supplier each report the customer, so the total can count a customer twice.

The price and the bill are for bundled service. A respondent that reports a part of the service shows n/a.

The data comes from Form EIA-861, final release for 2025.
